Step 1
Open a new transparent image 870x818 and fill with #fffff, it's the color I will use on the Results page of the group.
Step 2: scrap kit Elements and tube
You can sharpen all the elements after resizing in adjust. Adjust >>>sharpness>>>unsharp mask (4/40/4). You can also colorize them to suit with your tube. Apply a drop shadow of your choice or mine:

I didnt apply a mask, you do as you like Open a new layer, fill with DCD_ED_Paper03.. Open and apply RD_MaskSet164_Mask1,, New Masks layer >>>> from image. Merge group. Duplicate, image mirror
DCD_ED_Bamboo01 et DCD_ED_Bamboo02 place as a new layer on the tag, left side.
Place your tube in front of the bamboos.
DCD_ED_Parasole04, Umbrella, flip vertical, 85% place behind your tube, right side.
DCD_NY2012_Lotus Flower, 50% (I have the carrots of my tube) place on the right side of the tube
DCD_ED_Butterfly, 35% Duplicate twice, 75%, mirror. Place in the water drops DCD_ED_Water Drops . DCD_NY2012_Paper Lantern01, 75% colorised with hue map
place hung in the word new, right side.
Open Chinese Zodiac font Place the rabbit sign<< letter d, 150, in black, on the lantern.
DCD_NY2012_Fireworks01, DCD_NY2012_Fireworks02 et DCD_NY2012_Fireworks03 place behind the lantern, choose the colors you need.
DCD_NY2012_Rocket02, 70% colorised with hue map place on the right side of the tube, under the fireworks.
Write your text <<< Happy new year with your favourite font or mine Chinese Style. choose your color, apply an inner bevel, apply a gradiant glow. choose your settings if you like
DCD_ED_WA Water, 50% supprim water and write with berlin fb sans demi place next to the lantern in a water drop DCD_ED_Water Drops
DCD_ED_Water Drops on the tag
To suit with your tube, you can add other elements if you want.
Add your credits on your tag with a small font such as pixelette in size 6 or 8, anti-aliasing disabled.
Save your tag in jpg or PNG, don't forget to use the optimizer.
